- All fishIndividuals fishing in a boat or on the ice with a valid ND or MN fishing license may fish between the banks separating ND and MN. Those fishing from shoreline must have a valid license from the state in which they are fishing. Anglers may transport caught fish by the most convenient and direct route to the state in which they are licensed. While on water/ice, anglers must comply with regulations of the state for which they are licensed. Upon leaving the water, anglers/boaters must comply with ANS, fish and bait transport regulations of the state they are in (including those not required to have a license).
